Arunachal names HPDCAPL nodal agency for carbon credit projects

The Arunachal Pradesh government has designated the Hydro Power Development Corporation of Arunachal Pradesh Limited (HPDCAPL) as the nodal implementing agency for carbon credit projects in the state, a move aimed at strengthening climate action while creating new opportunities for sustainable economic growth.According to an official release, the Department of Environment, Forest & Climate Change (DoEF&CC) will function as the administrative department for all carbon credit-related initiatives, while HPDCAPL will be responsible for implementing approved projects and converting them into market-ready carbon assets.Under the new arrangement, HPDCAPL will identify, formulate, develop and implement carbon credit projects across several sectors, including renewable energy, forestry, solid waste management, methane emission reduction and other government-approved activities eligible under carbon trading mechanisms.

The corporation will also coordinate with government departments, technical institutions and project developers to facilitate project registration, validation, verification, certification, monitoring and the issuance of carbon credits in line with nationally and internationally accepted standards.The release said HPDCAPL will oversee projects under both the Compliance Carbon Market and the Voluntary Carbon Market, ensuring that Arunachal Pradesh is well positioned to benefit from recognised carbon trading systems. The state government said the integrated approach is expected to attract climate finance, promote sustainable development and generate long-term environmental and economic benefits for Arunachal Pradesh.

Highlighting the growing importance of carbon markets, the release noted that carbon credits represent verified reductions or removals of greenhouse gas emissions that can be traded in regulated or voluntary markets. With governments and businesses across the world working towards reducing carbon emissions and achieving net-zero targets, the demand for high-quality carbon credits continues to increase.
