The Arunachal Pradesh government has introduced a digitised teacher transfer and posting system aimed at bringing greater transparency, accountability and efficiency to the education sector while ensuring better staffing in remote and underserved schools across the state.
The new system has been launched under the Arunachal Pradesh Teacher Transfer and Posting Policy Act as part of the government’s ‘Reach to Teach’ initiative. Announcing the rollout on Wednesday, Education Commissioner Amjad Tak said the reform is designed to create a fair and transparent transfer process while improving the deployment of teachers in areas facing staff shortages.
A major component of the initiative is the teacher registry portal, an online platform that will digitally manage transfer applications, service records and posting histories of teachers. The portal is expected to serve as a central database for monitoring and managing the state’s teaching workforce.
According to the Education Department, 16,068 teachers, representing nearly 97.4 per cent of the state’s total teaching workforce, have already registered on the portal. In addition, 107 ministerial staff members have also enrolled in the system.
Tak said the portal would maintain detailed records of teachers, including their transfer history, classroom performance, students’ academic results and medical information. He said the availability of comprehensive data would help the department strengthen accountability and minimise irregularities in the education system.
“The department now has complete data on teachers,” Tak said while outlining the benefits of the new platform.
Officials said the transfer policy has been designed after taking into account Arunachal Pradesh’s difficult terrain and geographical challenges. The objective is to ensure a more balanced distribution of teachers while reducing inconvenience associated with frequent postings and transfers.
As part of the implementation process, the department has already issued 2,064 intra-district transfer orders. More than 1,000 of these transfers have already been carried out on the ground.
The commissioner also revealed that over 600 teachers have submitted applications seeking self-transfer through the digital platform, indicating growing participation in the new system.
At the same time, the department clarified that teachers who do not opt for voluntary transfers may still be transferred manually based on staffing requirements, available vacancies and the needs of schools facing severe shortages of teaching personnel.
The government is also focusing on maintaining the prescribed teacher-student ratio of 1:45, particularly in remote educational institutions where staffing challenges have often affected classroom teaching.
To ensure compliance with transfer orders, the department has warned that teachers who fail to report to their new place of posting within 15 days may face action under the provisions of the Arunachal Pradesh Teacher Transfer and Posting Policy Act.
Officials said the teacher registry portal is expected to become fully operational by the first week of July. The transfer system will be implemented in phases over the coming months before becoming fully functional across the state by May next year.
The government believes the initiative will help improve teacher management, strengthen accountability and ensure that schools in remote parts of Arunachal Pradesh receive adequate teaching staff, ultimately contributing to better educational outcomes for students.
