Manipur Chief Minister Y. Khemchand Singh left Imphal for New Delhi on Friday, a day after chairing a high-level security coordination meeting to review the prevailing law and order situation in the state. According to BJP sources, he is expected to attend a two-day conference titled “Financing India’s Journey towards Viksit Bharat”, where issues related to financing and long-term development are likely to be discussed.
The Chief Minister’s visit follows a key security review meeting held at the Cabinet Hall of the Chief Minister’s Secretariat, where officials assessed law and order conditions, emerging vulnerable areas, and security arrangements for ongoing infrastructure projects. With the working season approaching and the National Highways and Infrastructure Development Corporation Limited (NHIDCL) and contractors expected to intensify work over the next six months, Khemchand directed security agencies to ensure uninterrupted execution of development projects and provide necessary support. The meeting was attended by Home Minister Govindas Konthoujam, Security Advisor Kuldiep Singh, Chief Secretary Rajeev Singh Thakur, DGP Mukesh Singh, senior officials of Assam Rifles, CRPF and other security agencies.
Before departing for Delhi, Khemchand also met Union Minister of State for DoNER Sukanta Majumdar and discussed various developmental initiatives and ongoing projects in Manipur.
Meanwhile, Inner Manipur Lok Sabha MP Angomcha Bimol Akoijam has sought a response from the Union Home Ministry regarding concerns he raised in Parliament over the Suspension of Operations (SoO) agreement with Kuki armed groups and the state’s preparedness for a proposed National Register of Citizens (NRC) exercise.
Addressing the media in Imphal, Akoijam said he had raised the SoO issue in the Lok Sabha on August 11 and sought details of the agreement’s terms, compliance with its ground rules, and whether monitoring reports were being maintained. He also referred to allegations of extortion and other criminal activities involving groups under the arrangement, as well as the killing of six Liangmai civilians. He urged the Centre to review the agreement and consider terminating it if violations are confirmed.
Stating that the Union Home Ministry had not responded within the expected parliamentary timeframe, the MP said he had written to the Lok Sabha Speaker seeking intervention. On the NRC issue, Akoijam questioned the functioning of the Manipur State Population Commission, claiming that it has been operating without a chairperson despite being constituted in 2023. He also expressed concern over the lack of in-house experts and the limited number of consultative meetings held by the commission.
Akoijam argued that a credible citizenship verification exercise should be conducted before census and delimitation processes in Manipur. He maintained that continuing displacement and law and order challenges in the state could affect the accuracy of population enumeration.
